On a house from the 1970s the siding has had fifty years of sun on it. The profile may be out of production, the colour will have shifted, and a panel that cracked when something hit it is often a sign the whole elevation has gone brittle. A repair there is as much a judgement about the rest of the wall as about the damaged piece.
On a house built since 2000 the product is frequently still made. A matched panel is a real possibility rather than a hope, and the damage is more often one impact than age catching up.
Siding locks course into course, so a damaged panel is freed by releasing the one above it. A repair therefore disturbs more of the wall than the piece being replaced, and a quote that sounds large for one panel is usually counting that.
The second part is what the panel was hiding. Water that got behind siding leaves its mark on the sheathing and the house wrap, and neither can be looked at until the wall is open. A contractor who finds wet sheathing has found a different job from the one quoted, which is why repair quotes are often written with that contingency named.
The EPA’s Renovation, Repair and Painting rule applies to homes built before 1978, requiring a certified firm where painted siding or trim is disturbed. Omaha sits across that line rather than on one side of it: the city’s median home was built in 1973, and 61 percent were built before 1980.
So whether the rule bears on a job is a question about the individual house, not about the city. On a 1960s home in Ralston it almost certainly does. On a house in Elkhorn it almost certainly does not. Worth asking which applies before work is scheduled.
